It's the 12th addition to the card, which takes place Aug. 14 at Bradley Center in Milwaukee.
The night's main card, including a Dan Hardy vs. Chris Lytle welterweight main event, airs live on Versus.
Taylor vs. Makdessi is slated for the preliminary card, which likely will stream on Facebook and YouTube.
Taylor, a British fighter and former welterweight, looks for his second win in three fights as a lightweight. After opening his UFC career with a 3-4 mark, he dropped to lightweight and suffered a controversial split-decision loss to Sam Stout at UFC 121. However, he rebounded earlier this year at UFC 126 with a head-kick knockout of Gabe Ruediger.
Makdessi recently kept his perfect record in intact with a vicious spinning-back-fist KO of Kyle Watson at the record-breaking UFC 129 event. The Canadian, who set up the shot with an impressive striking display throughout the fight, made his UFC debut a bout earlier and scored a decision victory over Pat Audinwood. Seven of his nine wins now have come via knockout.
Makdessi makes his American debut at the show; Taylor made his two fights ago.
